Bars and restaurants in the Denver, Colorado, area have found a cash mill in poker, but the state Attorney General's office maintains that it's an illegal cash mill they're dealing with. In general, pub poker games hosted in Denver are free to play, thus there is no cash prize pooled from participants. Rather, the establishments themselves provide prizes.
Although the Colorado Division of Gaming claims that state law permits poker tournaments, provided that they do not take entrance fees from players, the Attorney General's office sees things a bit differently. The Attorney General says that poker games in pubs and restaurants constitute unlicensed games of chance, and thus, using them to help boost food and beverage income is illegal. Considered a misdemeanor, running an illegal gambling operation carries a maximum 6 months prison sentence and a $750 fine. Establishments could also have their liquor licenses on the line.
Although potentially illegal, the Attorney General's office has reported that the decision to prosecute in the case of illegal poker games lies in the hands of the local authorities. No establishments have thus far been prosecuted for running free poker tournaments.
